UK Councils Plan to Sell Off Community Hubs and Sports Centres to Balance Books

Based on a latest survey of municipal councils, UK councils are preparing to offload community centers, athletic facilities, and shopping arcades as they bet on a rapid disposal of properties to stabilize finances.

Increasing Financial Pressures Drive Asset Sales

The Key Cities Group for second-tier cities in England reported that six out of ten of councils are intending to dispose of properties to meet the rising costs of adult and children’s social care.

Local governments have previously come under fire for disposing of public land and land to support their finances, but they contend they must continue to raise vital cash from asset sales or declare themselves bankrupt.

This coalition said that a high proportion of councils attempting to generate funds from a quick sale of holdings marked “a distinct shift from 2024, when the majority (60%) of municipal officials said they would focus on service redesigns and using savings to manage increasing fiscal pressures.”

Specific Examples of Proposed Sales

Medway Council in Kent said its property management strategy featured the sale of a retail complex in Rainham and a community venue in Rochester to generate 20 million pounds over the next half-decade.

  • A local golf course and business parks held in two English counties, which all provide rental income for Medway council, will also be sold under the strategy.

Council Tax Increases and Broader Financial Strains

This research of local authorities in the coalition, which includes several urban centers, also found that more than 70% of authorities will have to increase local levies next spring to address the growing cost of essential services, higher levels of housing insecurity, and a persistent housing shortage.

The authority said it will press ahead with asset sales after steep rises in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are taking creative strategies but some of these take time to deliver both better provisions and financial savings,” said Vince Maple.

He added: “There are demographic pressures which will continue to increase the pressures we have. As a unitary authority, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

National Patterns and Projections

A survey of county councils this week further found local finances being strained by the increasing figures of children and older individuals needing Send support.

A network of councils said that local shortfalls will hit 4.4 billion pounds a year by 2029, as they struggle to manage increased demand.

Government officials have delayed planned reforms to the Send system until the coming year after a policy document outlining those reforms was recently delayed.

Deprivation and Funding Gaps

According to the latest indices of deprivation (the Index of Multiple Deprivation) covering English councils, many key cities members were included in the most disadvantaged in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 nationally under the latest IMD measures,” noted the report.

“While only a single urban area is among the top 10 for deprived neighbourhoods nationally, cities are far more likely to be in the worst-off 20% of the nation. The data underscores the scale of challenges facing municipal officials across major urban centers in the next twelve months,” the report concluded.

“Council officials have been explicit about the necessity for a equitable and lasting financial structure that reflects and addresses the real levels of disadvantage and need,” said a council leader.

“Lacking this, councils will continue to face impossible choices around which vital provisions to allocate spend to, and which to reduce, to the detriment of their communities.”

One in five of councils have cut or compromised social care provision in the past 12 months, the study found.
